His Excellency stressed that the most important objectives of this association are to overcome the difficulties that may face the strengthening of international judicial cooperation among its members, and to propose mechanisms and means to overcome them by providing permanent channels of communication between public prosecutions and member public prosecution bodies, in a way that ensures the speedy implementation of international obligations arising from relevant international and regional agreements. To achieve these goals, a rapid and effective communication mechanism was established between these parties by appointing contact points that actually contributed to the completion of many requests for international judicial cooperation in a distinguished and unprecedented manner, which had a great impact in combating crime in all its forms, especially organized crime. transnational, and preventing safe havens for perpetrators.
His Excellency indicated that one of the general objectives of this association is also to develop the technical and administrative capabilities and skills of members of the public prosecution in member states, especially in the field of collecting and establishing evidence, prosecution procedures, and international cooperation, including tracking, seizing, freezing and confiscating criminal proceeds obtained from various crimes. To achieve these goals, many specialized training programs were held for the association’s members of public prosecution during the years 2021 and 2022, and His Excellency confirmed the continuation of these programs in the future.
His Excellency also opened the workshop held on the sidelines of the General Assembly meeting, which is held under the title “Financial Fraud Crimes and their Relationship to Cybersecurity.” His Excellency stressed in his opening speech that it is a practical step to achieve the desired goal of the Assembly, and that the tremendous technological development that the whole world has benefited from in Goodness is also exploited by evil people to achieve their vile goals, as crimes have taken on new patterns that public prosecutors in the Arab world have the right to confront by exchanging practical practices and experiences on how to achieve them, collect their evidence, track them, and benefit from good international experiences at the prosecution level in order to combat this type of crime. crimes, and maximizing the benefit of this cooperation in combating transnational organized crimes in general.
His Excellency stressed the importance of the workshop’s topic, which combines addressing financial fraud crimes and their connection to cybersecurity, as well as their connection to transnational organized crimes. Because of his deep belief in the necessity of protecting and preserving the cyber border of our Arab countries as its fourth border, in addition to its other natural borders, as well as the importance of confronting financial fraud crimes, which no matter how different the legislation is in their classifications and names, will remain among the crimes that require joining hands to confront them; To preserve people's money and property, as our country all aspires towards investment, prosperity and economic progress.
His Excellency also stressed that the combination of combating emerging crimes using information technologies and combating financial fraud crimes is a unique combination, especially since the affliction has spread in our societies with the spread of fraud and fraud using technology, in which many people who are not familiar with these technologies that have been imposed on them to organize their lives, fall victim, and which also They pose a threat to our official institutions and our public funds, which requires public prosecutors and public prosecutors in the Arab world - as representatives of Arab societies - to develop with the development of the patterns of these crimes. In order to truly perform its mission well, seeking the pleasure of God Almighty.
At the end of his speech, he valued the workshop and stressed the need for serious discussion during it and the exchange of real practical experiences to find the best ways to protect our Arab countries from the dangers of these new crimes, the dangers of which may go beyond and reach organized and transnational crimes, and are sometimes linked to serious crimes of common regional and international interest.
